Mid-2004 has come round very quickly for us all – the first half of the year has been a great one, and the second half looks to be just as busy. June marks the end of the 2003/04 financial year in Government circles, so it is timely to look towards our plans for the next financial year.

We are very pleased that the Smokefree Homes campaign will continue for a large part of the year – adding to the momentum that has developed around this theme. A range of activities will be undertaken to support the long-awaited implementation of the enhanced Smokefree Environments Act which will take effect in workplaces (including bars, clubs, restaurant, cafes, etc) on 10 December 2004. Read more about this in the Smokefree section below.

The Smokefree Conference takes places on 13/14 September – our thanks to everyone who submitted an abstract. We received 45, which regrettably means quite a few will miss out (sorry!). The impressive array of abstracts shows that tobacco control is in excellent health – the abstract review team has a hard task ahead in the selection process. See below for registration details.

Thanks to the Ministry of Health, SunSmart will have a little more budget behind it this year. We are looking to complete one planning cycle and, with the Cancer Society, begin to plan for the next few years.

Bike Wise will continue through 2004/05, thanks to support from several agencies. However, a number of transport, safety and walking/cycling strategies are emerging, and we are all challenged to develop a coherent and coordinated approach to the encouragement of cycling safely.

Staff comings and goings – Donna Watson, our Smokefree Youth manager, left in April for the big OE. We welcome Heidi Flaxman as Marketing Manager – Youth. Heidi’s recent experience is in youth and sports marketing.

World Smokefree Day (www.worldsmokefreeday.com)
World Smokefree Day took place on 31 May. More than 40 regional teams received a free resource kit with WSD-specific balloons, badges and tee shirts, as well as resources supporting the second-hand smoke campaign. More than 100 organisations and individuals also purchased resources.

World Smokefree Day saw hospitals becoming Smokefree, poster and speech competitions, marae-based events and information stands in public places. Information packs were sent to Members of Parliament, Ministry of Health staff and others.

The television commercial went to air on 26 May after an immense effort by the team at Sauce (the production company), and has been well-received. Please note that the end frame of this commercial has been changed. The WSD logo has been replaced by the Smokefree and Auahi Kore logos – and it is available for you to use as part of any media bookings you make. Contact WENDY for more information.

A large colour advertisement was placed in the four main metropolitan, 17 provincial and 2 Sunday newspapers. Media releases and editorial were also supplied to the newspapers.

An evaluation is underway to gain feedback on both this year’s World Smokefree Day and on the future of the event, particularly in regard to the collaboration of the 10 member organisations of the WSD Group. You may be approached as part of this evaluation process.

Smokefree Homes Campaign (www.smokefreehomes.co.nz)
As most of you know, a new phase in New Zealand's second hand smoke campaign is well underway, with material developed for television, radio, magazine and bus shelters flowing into major community-based promotions for World Smokefree Day.

Three commercials were developed for the campaign. The first focused on the harmful chemicals in second hand smoke, while the second encourages smokers to protect children by taking the smoke outside. A third commercial (using footage from the first two) encourages smokers to call the Quitline.

Several months of intensive research went into the development of the campaign. The results identified a number of motivations for, and barriers to, smoking outside the home and car. The research reports and information are available on the Smokefree homes web site (www.secondhandsmoke.co.nz)

Meanwhile, we continue to work on further resources for the “Take the smoke outside - Haria te auahi ki waho” message. Congratulations to all who have used campaign images to support your work. Please contact us if you would like to explore further opportunities in your region.

Feedback has given us a great steer on the sorts of resources needed to best promote the campaign message. The following resources have been developed to support the message:

• stickers (Smokefree Home/Whare Auahi Kore);
• a two-piece fridge magnet incorporating a picture frame and tips for making homes Smokefree. Available in English and Maori;
• two key rings (Smokefree Home/Whare Auahi Kore, Smokefree Home/Smokefree car);
• a metal letter box sign (Smokefree home or Whare Auahi Kore);
• a brochure outlining the harms of second hand smoke and the steps to take to make your home and car Smokefree;
• four posters - one showing someone protecting their family by smoking outside, and the other featuring some of the poisonous chemicals in second hand smoke. Available in English and Maori; and
• existing HSC resources, including home/whare and car/waka stickers, door
mats, and clocks.

Smokefree Arts... smokefreearts.co.nz

Black Grace has taken the Smokefree message on the road throughout regional New Zealand during May and June.

Black Grace is presenting Minoi (traditional Fa’a taupiti or Samoan slap dance fused with contemporary movement), Method (to the music of JS Bach), the lyrical and dreamlike Koru; Messing Around (a fast homage to break dancing cool) and a night out with the boys in true disco style in A Small Glimpse. These diverse short works have been created by members of the company.

The tour has received huge acclaim, both for the performances and for the role modeling by Black Grace members.

Many thanks to the PHU staff members who helped Black Grace promote the Smokefree message - Leoma Tawaroa, Sue Campbell, Marilyn McKay and Kate Dallas.



Smokefree Sport ... (www.smokefreesport.co.nz)

The focus of the Smokefree Sport programme, leading up to legislation implementation, is helping PHUs to support sports clubs become Smokefree. It’s been fantastic receiving news clippings of your success stories to date.

A reminder to you all to encourage your sports clubs to put themselves (or you can enter their details) on the national database of Smokefree Clubs – found at www.smokefreesport.co.nz. This website encourages voluntary adoption of a Smokefree policy. It challenges clubs to ‘beat the legislation’ and go Smokefree beforehand.

We are continuing to work with the MOH on the legislation information sheet for sports clubs. This is in pre-testing phase. We aim to have it available for distribution in August and will keep you updated on progress.

Our sporting partnerships continue, many moving towards a maintenance phase. New Zealand Hockey has been particularly innovative recently, incorporating Smokefree in its Youth Week activities. In this Olympic year, we are working with the New Zealand Olympic Committee on several projects in its Olympic programmes, including the Olympic Day run where role models will wear Smokefree gear.

Netball continues to model best practice at grassroots level. This year’s Smokefree Champs netball event will be held in Palmerston North in September. We look forward to this year’s tournament being bigger than ever, and to continuing the grassroots leveraging around the event. This has worked well in past years.

New netball and hockey posters and stickers featuring netballers Temepara Clark, Sheryl Scanlan and Jodi Te Huna, and hockey players Lizzy Igasan, Niniwa Roberts-Lang and Kayla Sharland, are being printed. Auahi Kore Panui ... (www.auahikore.co.nz)

Since the last Chat Sheet, the Auahi Kore team has been working on the production of the Matariki Maramataka and the Matariki advertising campaign. We have also spent a great amount of time on programme planning for the next year.

Matariki is a significant event for Maori, who have traditionally recognised the rise of Matariki as a time to celebrate and prepare for the indigenous New Year. Each winter the stars of Matariki and Puanga signal the end of one year in Aotearoa and the beginning of the next.

Matariki is visible to the naked eye in the pre-dawn sky after the full moon from mid to late June each year, in the north east sky.

Just as Matariki is about the celebration of language, spirit and people, so too is Auahi Kore. Auahi Kore focuses on developing partnerships and presenting the Auahi Kore messages in a way consistent with Maori norms, values and beliefs.

The Auahi Kore media around Matariki was similar to that of last year. From the beginning of June, 150 ad shells were placed in bus stops around the country. These 6mx2m lit panels will be present for most of June.

The same Matariki image has formed the basis of advertisements in Mana, Tumai and Spacific magazines. These bi-monthly mags have a great “pass around” rate, helping to increase the reach of the message.

The print ads and the ad shells carry the Auahi Kore website address, so we have added another page to the website with information regarding Matariki. We’ve also named other sites with information or events about Matariki.

The Matariki Maramataka is finished – you can check out more images on the website’s resources page. They are available for $15.00 inc GST. These calendars are a great as gifts for volunteers and suporters of the Auahi Kore kauapapa.

Smokefree Youth… (www.lungfish.co.nz)

New Zealand’s youth culture is unique, and, as is the nature of anything ‘youth’, it is constantly changing. Maintaining a sound perspective of youth trends is high priority, as is keeping the programme relevant. So keep HEIDI posted on what’s going on among youth in your region – your input is crucial to the development of meaningful Smokefree initiatives for youth.

We are working with others on a strategy aimed at reducing smoking initiation among young people. A literature review is underway and will form the basis of a discussion document to be presented at the Smokefree Conference in September.

The Cokesmokefreerockquest is well underway, and is doing a great job at normalising Smokefree behaviour and attitudes in teen settings. The events are experiencing record participation levels, with the Nelson final (traditionally one of the bigger events) attracting 1800 young people. To meet demand, three semi-finals have been introduced and are confirmed for Christchurch, Wellington and Auckland (dates to be announced).

The New Zealand Schools Tour (NZST) 2004 has been on the road since May, generating enthusiasm and preparedness within schools for the Cokesmokefreerockquest events. Touring band Goodnight Nurse is a favourite with the young audiences, and appears at Cokesmokefreerockquest finals as guest band. As a mentor to Cokesmokefreerockquest participants, Goodnight Nurse contributes to the development of self-esteem in young people (another objective of the youth programme).

Bike Wise…

With funding for Bike Wise now secure for 2004/05 (through the Ministry of Health and the Land Transport Safety Authority), planning has begun for 2005/06 onwards. We are researching best practice cycling promotions and issues such as barriers to cycling. This will be used to inform a programme plan and future directions of the brand.

Bike Wise Mountain Bike Jams
The Bike Wise Mountain Bike Jams took place during the past couple of months. With seven events (north and south Auckland, Taupo, Wellington, Christchurch, Dunedin, and Invercargill), a total of 2,400 kids rode, slid and splashed through mud between March and May.

The focus was on encouraging kids onto bikes and increasing their riding skills, while offering a positive, attainable yet challenging track to ride. Each venue also had a separate skills area, with skills competitions for children over 10.

Feedback was very positive, with many children revelling in the dirty nature of the event. Many also reported that they “couldn’t wait” till next year’s jam!



SunSmart… (www.sunsmart.co.nz)

The development work for the SunSmart Programme 2004/5 is underway. During the next couple of months we will aim to confirm our involvement with community events and other partnerships, finalise resource items and work on communications. We will again focus on prevention, with a priority audience of children 12 and under, and their caregivers, using Tiger as our ‘SpokesPrawn’.

We will also be looking at long term strategies for sun safety in New Zealand.

Research and Evaluation Unit


Fieldwork for the Smokefree/Auahi Kore population survey was conducted during March and April 2004. This survey, combined with data collected from a survey carried out in 2003, will provide baseline information that will allow us to assess the impacts of the second-hand smoke campaign.

A number of reports using this data are being prepared. Their focus includes:

• second-hand smoke attitudes and behaviours in the home and workplace;
• attitudes towards Smokefree environments 1999-2004;
• smoking and quitting behaviour; and
• attitudes and behaviours of Maori towards tobacco.

Planning for the Youth Lifestyle Survey (YLS), which monitors smoking related attitudes and behaviours among youth, is currently underway and will go to field in August 2004. This year 3500 year 10 and 12 students will participate.

The Health Sponsorship Council manages the YLS with support from the Quit Group and the Cancer Society. This year, for the first time, we are also collaborating with ASH in the delivery of the YLS. This collaboration will mean fewer burdens on participating schools and will reduce any duplication between the two surveys.

A literature review focusing on strategies for reducing initiation of smoking among young people is underway. This will be completed in August 2004 and will guide further interventions for youth.

A follow-up survey for World Smokefree Day 2004 is being conducted in July. This will involve interviews with 50 people who helped organise and promote World Smokefree Day in their regions.

Kiri Milne (HSC) and Michele Grigg (Quit Group) will be co-presenting on the Smokefree homes campaign at the Public Health Association Conference in Christchurch later this month.
